Colleges And Universities Under The New Funding System Integrity

The quickening pace of enrollment expansion of colleges and universities, the deepening of the reform of higher education system, an increase in the number of poor students in colleges and universities, school problems of impoverished undergraduates has become affect the stability of colleges and universities, the rapid development of higher education is one of the important factors. Poor students to go to school problems such as not timely and effective to solve, will affect the society’s fair and the equality of education opportunity, affect the colleges and universities and social stability, affect the healthy growth of the students. Therefore, in order to ensure the poor students in higher education in our country, ensure obtains no ruined school due to poverty, ensure social justice and education equality of opportunity, gradually establish a perfect financial assistance system for poor students in colleges and universities.University funding system formation and development in our country has experienced three different stages, in July2007, the state council issued "on establishing and perfecting the ordinary undergraduate course colleges and universities of higher vocational schools and secondary vocational school’s opinions on family economy difficulty student aid policy system, formed the national scholarship, national scholarships, national student loans, normal students free education, work-study award grants and no-interest loans, campus, campus special difficult to repair, and other forms of new funding system of university students. New funding system in the process of implementation, appear a series of credit problems, such as:poor selection of deception, the selection process of malicious escape of mutual exclusion, student loans, credit, etc. This article discusses the phenomenon of lack of sincerity under the university funding system, analysis the lack of good faith, is integrity problem solving methods and measures are proposed in this paper, the focus of research.Articles in three parts, the first part of the review of student financial assistance system in colleges and universities, from the formation and development of college student financial assistance system in our country, mainly analyzes the characteristic and the change of university funding system. The second part of college students under the new grant credit problems and cause analysis, from the university of new funding system implementation process, students are the main manifestations of lacking integrity, analysis the lack of sincerity under the new funding system. The third part of colleges and universities under the new funding system integrity problem solving methods and measures, from legal construction, improve the funding system to strengthen the system construction, establish college student credit evaluation system, to strengthen college students’honesty education of finance system integrity problems.
