The face of poverty, shortage of resources in most African countries, the international community and developed countries through the resources, financial assistance for education to promote development in developing countries. The community school project in Egypt is the United Nations Children’s Fund, World Bank, NGO implementation of the reform of basic education in Egypt. The Community Schools Project of UNICEF-Egypt will focus on the polarization of education; and to improve the quality of the students, the local NGO, parents, school trinity model of cooperation not only to reverse the weak areas of the quality of education, and promote the success of the reform, but promote the local process of democratization. China’s basic education reform focus on reversing the urban and rural school education gaps, especially in minority areas of school education has become the focus of this reform. Community Schools rational use of local resources to promote the reform of basic education to provide a path for our rural schools of education reform.This paper, from the international perspective to analysis, elementary education reform as a social movement, mainly about why elementary education reform around the world? The ways how to deal with reform and Egypt reform policy shift the way of thinking.Around the development of community school in Egypt, for the purpose of two components-the teaching system and management system using the literature research, comprehensive analysis including teachers, students, teaching methods, the internal factors and project cooperation division of group and community participation in the project implementation of the role of external factors in The Community Schools Project of UNICEF-Egypt. Looks closely at its output (directly measurable results), outcomes (temporary qualitative results), and impact (deep, long-term results) of the initiative. Analysis the Community Schools Project of UNICEF-Egypt, summing up the characteristics of project implementation:fair value orientation, solving the problems of poor areas children’s entrance and guarantee education quality; Perfect policy guidance, the Egyptian government and international policy coordination, promote the project implementation; Clear teacher’s role and multiple learning cultures.Through generalized analysis The Community Schools Project of UNICEF-Egypt successful implementation of Egypt, put forward the following Suggestions:To achieve Policy dialogue and Policy propaganda, development of community and school relations of cooperation, the promotion of students as the center of teaching, realize the government’s decentralized control of education.
