Since1980s, the change of the key issues of World Education Reform makes people pay more and more attention to the increase of students’quality education; many countries begin to focus on researches on the effects of class size reduction for education quality. Many countries show positive influences in the student’s academic performance through the experiments of continuous education in small class. Thus, many countries around the world begin to implement the class size reduction program to make students constantly achieve the goals of developing new capabilities.As a powerful country in education, China pays close attention to students’ development. Worldwide Education Reform makes our country realize big class size seriously hold up our country’s quality of basic education. In Ontario, Canada, Primary Class Size Reduction program was initiated since the term of2003-2004. Until now, it has made significant achievements:Classes are becoming smaller year by year, students get enough space for study, the quality of education is promoted, and the implementation of the project won the students’ parents and the social’s great supports from all walks of life widespread. All these provide our country great inspiration.According to the continuous process of education policy formulation in Ontario, Canada, the article’s main structure is divided into five parts:First, the background of PCS in Ontario, Canada and its objectives and adhere to principles. Among them, the implementation background including the requirements of improving education quality, the United States the influence of class size reduction and the present situation of Ontario PCS project; Describing the implementation process mainly by following the principles, scheme design, cooperate with other project."Second, PCS project implementation content and safeguard measures as well as challenges. Content of the project includes providing more teacher support, developing small-class teaching strategies, cultivating new small-class teaching strategies, classroom management strategies, parent participation; safeguard measures including the funds investment, teacher training and internal and external coordination mechanism.Third, the PCS’s effects and challenges. Since2003-2004, class size is continuously reduced; students’ academic achievements are improved a lot; teachers’ teaching situations are better than before. Evaluations mostly comes from parents and social.Fourth, the PCS’s characteristics. The coordination between the projects is scientific and reasonable, executive process is open and transparent, the process is fair, and parental involvement is also included.Finally, reference and revelation. Based on the present situation of class size and existing problems of primary education in China, this section sums up the class size reduction of Ontario, Canada for reference and beneficial enlightenment to our country.
