Local district teaching and research section plays an irreplaceable role in elementary education reform and development in our country. Research staff plays an indispensable role on the two-way transformation of education theory and education practice.The calls for teachers’ professional development are becoming increasingly fierce, however, few people make inquiries about staff professional developments which work as "teachers of teachers’" and departments of education and research staff themselves pay no attention to it. After the new curriculum implementation, it puts forward new challenge and expectation towards research work and research staff and requires research stuff should become researchers of curriculum and teaching theory, generators of personalized courses and facilitator of teachers’ professional development not interpreters of national curriculum and the syllabus, criterion makers of general courses and verifiers of teachers’ teaching level. All of these new challenges and expectations are calling for research staff, professional development. At the same time, it heralds that research staff professional development is an important subject of current basic education.This research sums up the existing problems in the development of professional research staff and analyzes the reasons through the questionnaire survey and interviews, which is based on a teaching and research section in X county of He Nan province. Finally, it puts forward a feasible path to promote the development of professional research staff from the perspective of a professional learning community. The research’ s main contents are as follows:First, it carries out a systematic investigation on the present situation and existing problems of research staff professional development in X county of He Nan province, which is mainly related to respondents and survey design, the present situation of research staff professional development, the existing problems of research staff professional development and etc. Trough the survey research, it finds out the main problems of research staff professional development are educational background structure is single and low; lack professionalism; professional development goals are clear, but the personal professional development is slow; research workload is big, but lack professional development time; teaching system is not perfect, professional development platform lacks and so on.Second, it analyses the problems of research staff professional development of a teaching and research section in X county of He Nan province, which is mainly from three aspects, such as research staff own factors, the research system factors and social environmental factors and so on. At the same time, it discusses the value of the professional learning community and research staff professional development. Besides, it puts forward the analysis of the professional learning community support.Finally, it explores the professional development path which is supported by research staff of professional learning community, which bases on the existing problems in the research staff professional development. Moreover, making professional learning community as the theoretical basis, it put forwards the feasibility path of research staff professional development and it mainly include:realize the power sharing and total-stuff participate in learning; establish Shared vision and promote common development; reconstruct the research culture and provide spiritual support; improve the system of teaching and research and promote the sustainable development; establish sharing mechanism and share achievements, etc.Trough this systematic study, I expect it can play a constructive guiding role in research staff professional development in the teaching and research section in X county of He Nan province and other similar research institutions.
