College is the base of talent training, with three major functions: teaching, research and social services. University fulltime administrative staff is the foundation of these three basic functions. Without administrative staff’s service, the University cannot be normal operation. In the deepening of Chinese higher education, university puts forward higher requirements for administrative staff. Administrative staff’s professional development can improve the university management level and work efficiency. This paper mainly adopts literature analysis, comparative study and survey research, uses multiple disciplinary perspectives pedagogy and management, bases on the related concepts and theory, analyzes the problems in the process of professional development, finds the professional development path of university fulltime administrative staff combined with the experience of developed countries.From the research review of administrative staff’s professional development,basis on Human Capital Theory, Maslow’s Hierarchy of Needs Theory, The Motivator-Hygiene Theory and Expectancy Theory, this paper selects universities in Liaoning Province as the research object, using of questionnaires and depth interviews, this chapter analyzes present situation of fulltime administrative staff’s professional development, analysis of university fulltime administrative staff’s professional development process problems in five aspects: lack of professional administrative staff personal development of consciousness, personal and professional development space is small, low social status and treatment clown is not high, professional development incentive mechanism is imperfect, professional development training mechanism is not standardized. Meanwhile, the study also concluded the experiences of the United States, Britain, Australia in the professional development of the administrative staff, in order to provide a good reference for the professional development of our administrative staff.According to China’s national conditions, drawing on the experience of foreign countries, promoting our university full-time administrative staff professional development paths are: macro-level environment, improving administrative personnel welfare system, increasing financial input; the school system level, creating a good environment a professional development file, completing orientation training functions, establishing a targeted performance appraisal system, the implementation of multi-channel job promotion mechanisms, broaden the administrative staff professional development path; administrative staff personal level, establishing their own professional development tips, rational planning time and increase efficiency, improving their professional level.
