Action study of curriculum initiated by "discipline structure movement" in USA became a hot topic in1970s. People finally know that curriculum implementation is the key link of realizing the object of curriculum revolution from failure of the movement. We should not overemphasize the result and neglect the course of curriculum implementation, a curriculum plan may lose its values without implementation.With the deep-going curriculum researches, academics pay more attention to curriculum implementation research and achieve a lot. School-based curriculum is the specialty of schools in ethnic minority areas undertakes the expectation of ethnic schools’specialty development. So it is necessary to research the curriculum implementation in ethnic areas and help them solve the problems they met during the course. This paper focuses on a case and utilizes literature method, observation method and interview method to analyze the problems in curriculum implementation course and makes proposals to solve them. The paper consists of four parts.Firstly, state the significance of this research, illustrate both national and international relative research in this field from connotation, orientation, influences and the pattern, strategy and extent of curriculum implementation, then show the research design and methods and so on.Secondly, show the general state of the case and its idea of education, the leadership and culture and the curriculum.Thirdly, analyze the problems from ways of implementation and evaluation and the supporting system of school-based curriculum. after observation and interview, problems exposed as lack of teachers’effective participation, the weakness of school-based curriculum development, traditional evaluation orientation, overemphasize the choosing function and neglecting the significance of such curriculum, teachers’ negative attitude toward it and so on.Finally, in view of the problems, make proposals from school members’ability development, resource construction, constructing a rational evaluation system, cultivating cooperative culture those aspects to improve the school-based curriculum implementation.
