| At present, the generalization of administrative power and the weakening of academicpower spread widely among our universities. This phenomenon is contrary to the academicnature of higher education institutions. How to deal with this problem effectively? The key isto make the professor really have academic power, to highlight academic freedom. It meansthat the professors manage the school academic affairs and significant matters which arerelated to school development by their academic power. Thus, professors’ academic power isprotected, and this is conducive to the realization of academic value system. Professors’academic governance is carried out by constructing a professor committee system. Professorcommittee system which is under benign operation is good to make professors decidesignificant academic events by way of democratic decision-making. And the effectivefunctioning of the professor committee needs Professor committee charter as its guarantee.Throughout the history of the foreign professor committee, all of them has detailed,completed Professor Committee Charters. Professor Committee system in China had shortglory in Republics of China. It reemerges on the stage of the history of higher education inChina until2000. But the professor committee charter at that time is not consummate. Thus, ifwe want the professor committee of our colleges and universities have managementeffectiveness, we must consummate professor committee charter as soon as possible andestablish clear, detailed regulations in order to ensure the activities of the Committee ofuniversity professors in China have rules to follow.The body part of the research can be divided into three levels: firstly, I started with theideas of foreign universities. I chose professor committee charter of University of Californiaas study sample. After the analysis of its text composition, I summarized the good things thatwe can learn from. Secondly, I sorted out the concepts of governance in Chinese universitiessince the foundation of PRC. I chose seven universities’ Professor Committee Charters inChina. I compared them from the nature and aims, the organization and responsibilities, therights and obligations of the members, the rules of the procedures, and the adoption, revisionand final interpretation of the charter, and then I drew my conclusion. Finally, I put forwardsome advice in the light of the problems in the construction of Professor Committee Chartersin China. |
