Research On Professor Committee System Of China’s University

The National Long-term Education Reform and Developmentplan(2010-2020)(in the [2010] No.12) in July of2010.It descries that building therole of professors in teaching, academic research and school management is one ofthe effective approaches to assert professor’s academic governance, which is inaccordance with the existence and development of universities. Therefore, improvingprofessor committee system in Chinese university has become an urgent requirementfor building modern university system and deepening the reform of internalmanagement system. This article analyzes the construction of the Professorcommittee and its operation through the charter text of the Professor Committee,then I find the problems and propose solutions to the problems.This paper defines the four elements of text analysis of Professor CommitteeCharter according to New Institutionalism, including Professor Committeepositioning, organization, personnel structure and rules of procedure, then make acomparative analysis of35Professor Committee Charters as research samples. Thestudy finds that Chinese professor committee has some problems: value-orientedunreasonable,a vague position of Professor Committee, the power of professorcommittee weakens, the operating mechanism unsound and so on.Such problems had led this paper to put forward the approach how to improveorganization according to New Institutionalism and ought role of the professorcommittee,the paper argues that the university should establish the mechanism of"Faculty-dominant", and to play a leading role in Professor Committee, so thatbuilding democratic decision-making mechanism of the professor committee;Secondly, Clear responsibilities, prominent professor committee decision-makingfunctions, professor committee which master the power of academic control decisions of the University affairs; Finally, building orderly system of committeemeetings, to ensure that the professor committee efficiently processes affairs. value,function and operation mechanism three combines, Chinese professor committeewill be improved constantly, our higher education will move forward to the goal ofestablishing a modern university system continually.
