With the reforming of china’s economic system and the continuousimprovement of national strength, our country demands more and more talents. Ouruniversities respond for the call to expand enrollment and the scale of runningschools continues to grow. The highly centralized management system, which isuniversally implemented by universities under the planned economic system, isincreasingly unable to meet the needs of the development of universities, so toestablish modern university system and deepen the reform of internal managementsystem is the problem which universities have to face. The construction of modernuniversity system is to identify academic foundation as the core, stimulate valuesystem of academic freedom. In essence, university is an academic institution andprofessor is the backbone of academic research, innovation personnel training anddisciplines development, so their academic power can’t be ignored. The reform ofuniversities internal management system and the construction of modern universitysystem need democratic management from academic experts, make professors haveacademic power. Chinese professor committee is one of the effective approaches toassert professors’ academic power and achieve professor managing academy,professor committee came into being.This paper will study Chinese professor committee system as a point, start fromthe status quo of Chinese professor committee, then make a comparative analysis of15domestic universities selected as research samples. In addition, this paper willselect two universities as case study object from American and China to finddifferences between them. The study finds that Chinese professor committee hassome problems: a vague position of Professor Committee; the administrablephenomena in running organization are severe; organization’s position is not on theirproper position in faculty; the power of professor committee weakens and so on.Such problems had led this paper to put forward the approach how to improvethe professor committee organization according to Simon’s decision theory,stakeholder theory and leadership support relational schema. The paper argues ourgovernment should first build relevant laws and regulationsabout connotation of doing scholar research by professors. Then our universitiesestablish professor committee in accordance with the law and professors’ power ofan academic can be protected by legal point. Secondly, the society needs to create apeople-oriented democratic culture environment, raise public awareness ofdemocracy. Universities need devolution and constantly restructure academic power and administrative power to restrict each other, support each other. Faculties shouldbuild democratic decision-making mechanism of the professor committee.Professors continuously improve their academic levels, clear away academiccorruption. Teachers should change their concepts and createthe good academia and the academic atmosphere. Society, universities, professors,the three combines, Chinese professor committee will be improved constantly, ourhigher education will move forward to the goal of establishing a modern universitysystem continually.
