“Education is a cornerstone for a nation’s lasting development”.Education is the key to a nation’s development and economic prosperity.Among the related factors, teachers’ qualities are performing an importantrole in the development of education. At the same time, they are also theessential factors in the implementation of quality-oriented education. TheMiddle and Long Term Reform and Development Outline for Educationimplemented in2010brought the teachers’ professional development into anew era. Chapter seventeen of the Outline emphasized the importance ofreinforcing teachers’ quality, directing the ten-year goal, in which highquality teachers are put in the first place. According to the Outline, it isessential to build a teaching community with high quality, strict teachingqualifications, so that it has teachers with high moral standard, moreprofessional, properly organized and up-beating. The implementation of TheMiddle and Long Term Reform and Development Outline for Education(2010-2020) has been considered as the strict requirement for the promotionof teachers’ quality, which brought opportunities and challenges to teachers’professional development.The present paper reviews researches from such a perspective anddeveloped its own argument. We designed our questionnaire with thevariable of professional commitment, knowledge and skills. The participantsof this research are about200teachers from1regular high school,1vocational high school and12junior high schools in Dongsheng District inErdos. The results of the questionnaire present a comprehensive overview ofthe present condition of teachers’ quality in DongshengDistrict in Erdos.Furthermore, the factors that restrict teachers’ professional development areanalyzed with corresponding solution, so that it could be used for further consultation.Present paper is composed of four parts:Part one is the introduction. In this part the basic concepts are defined,including teacher quality, teachers’ professional quality. At the same time,the intension and extension of teacher quality are clarified. Furthermore, thebackground of the research and its theoretical and practicalsignificance arediscussed.The second part concerns the present condition of teacher quality inDongsheng District in Erdos. We conducted researches from the perspectiveof professional commitment, professional knowledge and professional skills.Direct and vivid figures are used to present the present condition.The third part discusses suggestions for the improvement of teacherquality in Dongsheng District in Erdos. Through the analysis of the factorsrestricting teacher quality development, we proposed development spacesand paths for the development of teacher quality, so that they could be offurther consultation.The forth part, conclusion, reviews the important findings of thepresent research and further researches are invited.
