With the continuous development of globalization, the level of our society, politicsand economy has improved greatly. As the cornerstone of social stability anddevelopment, education is being paid more and more attentions by both governmentand people. In recent years, however, the imbalance of development of compulsoryeducation has widely undermined the equity of education. The differences betweenurban and rural areas, between regions and between schools became the bottleneck ofdeveloping equally. In order to solve the problem, a series of measures includingexchanging teachers from different schools have been taken by the government ofLiaoning Province since 2005. Through 5 years’implementation, however, the effectof the policy was not completely realized. From this perspective, through analyzingthe texts of "exchanging the teachers between primary and secondary schools" andinvestigating the current situation, this study will explore the systemic elements thathave adverse influences on the result of carrying on the policy. In addition, areasonable and systemic arrangement was established in this study, in order to ensurethe execution of exchanging the teachers between different schools.There are five sections in this study, including:Section 1. Introduction. This part mainly introduced the background of the issue, theaims and contents of this study, the significance and the references, and methods &ideas.Section 2. The outline of related theories and concepts of "exchanging teachersbetween primary and secondary schools in Liaoning Province ". The second sectionmainly defined the concepts related with this study, and discussed how to provideangel-of-view of this research and theoretical support by using systemic analysistheory and systemic dimension classification theory.Section 3. Analysis of the texts of "exchanging teachers between primary andsecondary schools in Liaoning Province ". By examining the texts published in the5-year period, we can determine the aims and analyze the changes. After that, thepotential issues existing in the exchanging policy will be found.Section 4. Analysis of the current situation of "exchanging teachers between primaryand secondary schools in Liaoning Province ". The current situation of "exchangingteachers between primary and secondary schools" was investigated in situ by survey.Section5.Problems were found and systemic factor analysis was performed. Section 6. The political arrangement of“exchanging teachers between primary andsecondary schools in Liaoning Province”.In the light of the analysis above, the final section perfected an arrangement ofimproving the current exchanging policy basing on the classification of the system,which includes formal system, informal system and six different dimensions, in orderto ensure the realization of the effect of the exchanging policy.
