In order to realize the balanced incompulsory education development is to solved the equilibrium of education securityconditions, equalization of teachers is a major part of the education of securityconditions."Compulsory Education Law of the people’s Republic of China" in sixthstipulates："the State Council and the local government at or above the county level shallbe the rational allocation of educational resources, to promote the balanced incompulsory education development, to improve the weak school running conditions", torealize the balanced development of compulsory education is to solve the equilibrium ofeducation security conditions,equalization of teachers is the main part of education securityconditions. Implement the teacher exchange policy, can solve the practical problems of theeducation balanced development, conducive to the quality of teachers, improve the ability ofteachers, to avoid the long work tiredness. In recent years, the provinces, city, some placesare in the attempt to exchange of teachers, in the process of implementation,implementationdegree, the final result is not very clear, the lack of unified theory of AC system as guaranteesystem in advance.
