With the continuous development of The Knowledge Economy, we’re in a societyfocusing on knowledge, the knowledge and the technology is developing faster than we canimagine. The level of knowledge in our society is increasing significantly, and the qualityeducation requires the students to be comprehensive, autonomous and developmentindividuality. A new round of basic level education institutional reform established a newdemand to the quality education,the teaching practitioners are paid more attention to behigh quality, the teacher’s development are more important. However, restricted bytraditional theory and the pathways, the current teachers’ professional development is notideal, so the exploring of teachers’ professional development in new age is around thecorner.The study starts with the analyze of existence the problems of the traditional teachers’instruction design, through introspection and criticize on technical rational, the author findthat the technical rational can give the instruction design a significant direction, teacher’sbeing the designer of instruction design is the trend of instruction design, and the mainchannel to teachers’ professional development. By summarizing and analyzing thetraditional teacher’s professional development channels, the author put forward adevelopment mode and introspection tools.According to teachers as instructional designers, the author developed a model thattake teachers themselves as instructional designers, and develop the teachers’ teachingreflection tool to ensure the instruction design’s being carry out right. In reality, however, at what level the current application of primary and secondary school teachers in instruction tomeet the reflection tools, how is the identity degree to our research conclusion thatinstruction design can promote the of teachers’ professional development, what do theythink of their own professional development? After that, the author made a web-basedsurvey about the primary and secondary school teachers, according to the survey data,combine with teacher professional development models, in order to gives somedevelopment proposals about teacher’s instruction design.This paper contains six parts. The first part is the introduction of the research, containsthe research background, research target, research methods, research contents and thesignificant of the research. The second part analyzes the existence problems of thetraditional teachers’ instruction design, and explores the answers in the view of the historyof instruction design, and put forward technical rational. The third part analyze theconnotation and current situation of the technical rational and transcend its intension, basedon three main theories of technology rationality under the perspective of instruction design’spromoting teachers’ professional development, the author designed the technical rationalreflection tools in order to ensure the smooth progress of teachers’ professional development,that’s a main part of this study. The fourth part is the technical rational perspectives thatpromote teacher’s professional development’s investigation, including the main content ofthe investigation, the purpose of investigation, the people, and carry out the investigation.The fifth part is mainly the data’s statistics and analysis, first analyzes the generalcharacteristics of the primary and middle school teachers, including teacher’s basicinformation, the usage of teaching design, teachers’ views about the relationship betweentechnology and person’s development, etc. Then classify the survey data and make diversityresearch, mainly analyze teacher’s gender, teaching age, the highest degree and the teachingsection four factors. The sixth part is summarize and prospects, mainly includes researchconclusion and prospect.
