Yet inside the running system of the government purchasing services, the development government purchase social work services is limited to pilot study of several cities; social work services platform is not spread out, The partner of society management couldn’t present into public view in the best state.Social work services not only have the ability of integrating resources and resolving existing problems, from the strategic point, it is but also the minimum-cost, shortest-path and optimum-effect choice which suits in the process of communication between government and society. Based on these, this article starts from the theory and practice of the government purchasing social work services, analyzes the background, the significance and the existing problems and corresponding suggestions of this practice, to provide basic data to consummate the government purchasing social work services, so that we have foundation to abide by in the process of practice.This thesis will introduce the background and importance of this research topic, present situations of study concerning this topic, some definitions and the significance and limitations of this research in the "Introduction" part. The major concern of this thesis consists of following several parts:first of all, this paper analyzes the objective environment of the government purchasing social work services, through analysis based on the public services theory, government economics theory, management and good governance theory, the author of this thesis is going to prove the indispensability and reasonability of adopting "government purchasing social work services", at the same time deeply dig the principles of purchasing process. Secondly, the author will comprehensively compare pattern and procedure of the government purchasing social work services in the western and China, extract strengths of the western countries to provide the reference for China. Thirdly, combining with the pilot cities, the author is also endeavoring to analyze practical situation of Shanghai. Shen/hen. Beijing, pointing out the limitations and problems in practice. Finally, the author will summarize the roles and obligations of the lour main parties: the government, the Social work organization, the Social worker and the public, put forward the corresponding solutions based on the analysis of the existing problems and related subjects, design an new model, namely,"the government purchases the social work service". Centered the multilateral interaction and cooperation strategy of this model, the author will emphatically analyze five aspects: introducing competition mechanism, consummating the legal system of purchasing service, implementation of the third-party evaluation, perfecting social work development pattern and soeial work services voucher mechanism.In addition, as the project of the government purchasing the social work service involves political, economic and social elements, therefore, the government should also take supporting measures to improve social work development pattern and make the project take effects, such as to consummate qualification authentication and working standard system, to design security system and to strengthen social workers organization registration service, etc. At the same time, the development of the social work services is also imperative in the vast rural areas, our country’s social work services purchasing should give full consideration to national conditions, out o! our own pace.
