Research On The "performance" Of The Social Work Organization's Action Strategy Under The Background Of The Government Purchasing Social Work Services

With the modernization of the social governance system,and in response to the call of the Party's 19th National Congress,the government has handed over some social affairs that the government has no time to attend to and can not solve through the government's purchase to professional social work institutions.However,in practice,it has been found that social workers'services have encountered various problems under the constraints of various factors.Such as the decline in professionalism,strong administrative color,internal governance bureaucracy,professional establishment,imperfect and opaque operating mechanisms,"index kidnapping"and other issues.Although the predecessors have studied many problems in the service process of social work organizations,there are few articles on the development of social work organizations and action strategies in this context in Beijing,which has a unique environmental background and institutional design.Based on this background,this paper makes a case study of a relatively long service time social work organization in Beijing,and tries to find its own unique practical logic and action strategyAfter field investigation,the author found that the action strategy of Beijing social work organizations is characterized by"performance".In the current environment of the development of social workers in Beijing,institutions lose self-professional subjectivity,lack professionalism,and have insufficient independent speech rights.For the survival of the organization itself and its own economic benefits,it actively caters to the external environment such as the government and residents,and performs according to the expectations of others.The social work organization selects relatively fixed service targets,pursues large-scale services,organizes scene-based activities,controls the service process,caters to the government's performance needs and face image,increases the "display degree"of activities,and ignores the systematic and continuous social worker service.And to be based on the needs of the client,to perform professionally.Analyze and think about the reasons behind the"performance"action strategy.Mainly reflected in:First,the purchase mechanism,the purchase of the background of the fuzzy contract system,the purchase form of the project purchase system,the purchase of funds support channels,the strength,the uncertainty,the short cycle and the semi-opening of the purchase process.Second,in the operational mechanism,the fragmentation and arbitrariness of government management,the"sandwich survival"of the organization.Third,the evaluation mechanism pays too much attention to indexing and lacks continuity.Finally,summing up and reflecting,the social industry organization's own performance is actually the external performance of the government,institutions and the people's interests.In the current system,how to play the professional attributes of social workers and promote the marketization of government social services.High quality and put forward their own opinions and suggestions.The author believes that only through the"appropriate performance"of social work organizations and the"positive adjustment"of government departments,it is possible to jointly promote the development of social work.
