Brought By Government Procurement Behaviors,the Influence Of Three Kinds Of Forces On The Operation Of Social Work Organizations

With the increasing number of projects undertaken by social workers,the relationship between social workers and governments,assessors and social workers is becoming more and more complex.There are three forces in the social service services purchased by the government: professional forces,the power of altruism;the power of the market,the power of self;the power of the gove rnment,the force of force.Government,market and the third sector,three subjects,three forces,three different values and ideas coexist in the social work project makes the project operation and management is facing great difficulties.In the projects of government procurement,there are three forces:force of professional and public welfare,a kind of altruism force;force of market,a kind of egoism force;force of government,a kind of authority force.Government?market?and NGO/NPO,three kinds of subjects,three kinds of forces,three kinds of value and ideology,exist in social work projects,which make the administrating and operations become very difficult.In this paper,the author thinks that the process of the government procurement social worker service project is a typical process,by which social work is commercialized.The goods or services that can be commercialized must follow these principals: can specify the type,specification,quantity,effectiveness for a given period of time,etc.However,in fact,the service of social workers can not be fully quantified and standardized,especially the core content of social workers.For example,love,humanity care and other factors can not be indicators.Can be quantified factors are often those surface of the non core content.Therefore,the market-oriented operation of social workers will bring the value of social work services in the situation of no-feelings and no-values,and will eventually become more and more utilitarian.The author uses Bourdieu's field theory analyzing that social procurement project existing as a field,there are three departments,three forces and four kinds of capital(economic capital,social capital,cultural capital and symbolic capital).They are interacting and mutually transforming and at last forming a kind of join force,which affecting social workers and social institutions.Thispaper mainly uses the interview method to interview 25 social workers and other staff from a NGO of Y.The author also analyzes the records of daily management of meeting and inspecting feedback meetings,payroll records,inspecting report,government documents,bidding documents guidelines,documents of invite bids of 10 towns(streets),biding documents of 7 NGOs.The author get a lot of first-hand investigation data,and analysis the join force informed by three forces.The join forces are twisting the value,philosophy and purposed social workers.The strength of the market makes management of NGO like managers as capitalists treating the ir employees,the strength of the government makes the NGO look like a departments of government,professional and public power makes social workers become angels.Finally,we see the results :social work services become commercialization,social work theory become superficial,social practice look like process of Mc Donald's.Busying in biding,completing indicators,and no navigation mark,which become a microcosm of many social work organizations.Finally,the paper puts forward the solving strategies The author thinks that: first,NGOs must have their own professional sticking,and make them self stronger;N GOs not only compete with each other,they also need to be combined.Secondly,industry associations cannot put too much energy on investing projects,they must service those NGOs.Thirdly,governments need to limit their right or power in those projects of social work field.
