Research On The Problems And Countermeasures Of Private Social Work Organizations Undertaking Government Purchases Of Service Items

As one of the important measures in the overall deepening reform strategy,government purchase of services has achieved remarkable results in improving the level of public service supply and enhancing the vitality of social organizations.As an important part of social organizations,Private Social Work Organizations have been growing in number and scale,driven by the innovation of government functions and the purchase service mechanism,and have become the main recipients of government purchase services.With the improvement of professional service level,Private Social Work Organizations have gradually developed into a new trend in accepting government-purchased service items.Due to the short development period,Private Social Work Institutions in various regions are still in the exploratory stage of undertaking government purchase services,and their practical experience and research in this area are relatively limited.In view of this,the article takes S Social Work Organizations to undertake government purchase service projects as an example,and focuses on the party building to lead community governance projects,to investigate and analyze the process of Social Work Organizations undertaking service projects,so as to further enrich the research in the field of Private Social Work organizations undertaking government purchase service projects.Using unstructured interviews,questionnaires,literature and participation observation methods to collect relevant data,using the new public management theory,resource dependence theory and citizen participation theory to go deep into the community governance project led by the party construction,to analyze and explain the situation of S social work organizations undertaking government purchase services.Through the analysis of the operation process of S Social Work Organizations undertaking government purchase service projects from three aspects of project initiation,project implementation and project completion,it is found that Private Social Work Organizations have deficiencies in undertaking government purchase service projects,such as unequal relations between the two parties,irregular government purchase service procedures,difficulty in de-administrating organization operation,single financing channel and large mobility of social work talents.On this basis,from the four aspects of government,non-governmental Social Work Organizations,social workers and service environment,this paper puts forward some countermeasures such as changing the government governance concept,establishing and perfecting the policy system,strengthening the institutional capacity building,strengthening the hematopoietic functionof institutions,increasing the supervision and training of social workers,and enhancing the identity of residents.In order to improve the professional service ability of private social work institutions,promote the government's purchase of social work services,promote the establishment of a good cooperative relationship between the government and institutions and the formation of a mutually beneficial and win-win situation,and provide experience for other cities and regions to carry out private social work institutions to undertake government purchase services.
