Chinese central government has invested special fiscal fund to the implementation of "special post plan" to promote the balanced development of compulsory education. it can realize the supplement of school teachers in rural compulsory education stages by recruiting university graduates to teach in the central and western regions and other undeveloped areas. The police has praticed by six years ago, China has invested hundreds and billions of financial funds from the central to the regions and has recruited nearly300,000special post teachers to teach in outlying and poverty-stricken rural schools. At present, the "special post plan" has become the basic ways of teachers’ supplement in the rural compulsory education stage.If we want to fully understand the practical implementation of "special post plan" and to explore its practical value to the balanced development of compulsory education. Policy deliberation is an effective way to evaluation research.The assessment of "special post plan", as a kind of value judgment. starts from the confirmation of its policy value system, and this also the premise of the establishment of evaluation criteria. The policy value system of "special post plan" is a unified system composed by the objective value of the realization of balanced development of compulsory education and the instrumental value of the reflect of direct policy results.The instrumental value of "special post plan" include specific efficiency, fairness, order these three interrelated value dimensions. Among them, the evaluation of the objective value is the based on the evaluation of the instrumental value.After discussing the connotation of the policy value system, this paper design general questions of the instrumental value’s three dimensions as its evaluation criteria. And then, aiming at the implementation characteristics of "special post plan" to construct an evaluation framework. Using the case facts to make a debate on the policy itself, policy implementation process, policy findings and their influence of the "special post plan", this paper tries to evaluate the ways and the degrees of realization in different levels and in different dimensions.The evaluation comes to a conclusion that "special post plan" has added a large-number of high-quality young teachers in a relatively short period of time for rural compulsory education stage. The implementation process can innovate the supplement mechanism of rural teachers, optimize the structure of rural teachers, as well as improve the overall quality of rural teachers and promote a balanced development of urban and rural compulsory education.However, as the plan’s definition of policy issues is too superficial, it cannot break through the bottleneck of school teachers’ supplement in rural compulsory education process. In addition, the effect of teachers’ supplement is not obvious and the implementation process of the teachers’is instable in remote areas, these reasons result in the effect of the "special post plan" for teachers’ supplement in rural compulsory education progress is temporary to a certain extent.In the end of the paper, it puts forward a perfect plan and some suggestions according to the evaluation conclusion of "special post plan". The suggestions are promoting the stability of teachers’ teams and establishing teacher’s supplement policy system in the periods of compulsory education.
