In order to guide and encourage college graduates to work in rural education, solve the shortage of teachers and irrational structure problem in rural, and improve the whole quality of teachers in rural areas, the "special post plan" started to implement in 2006. Since the implementation of the policy, it achieved a lot of remarkable results, rural teachers made a great contribution to building the team of teachers in rural and helping college graduates get job. The Special-post teachers as an important subject have an important impact on the implementation and result of the policy. The vast majority of teachers work in rural. They make a contribute to the rural education, however, their survival situation is rarely seen. The working and living conditions affects their attitude toward work and the effect of the policy. Therefore, it makes sense to investigate the working and living state of the teachers, and reveal the problems of the policy based on the survey results.The paper uses the questionnaires and interview method to describe the true living conditions of the Special-post teachers of K County, in Henan. It found that the teachers have heavy pressure of work and their wage arrears and the benefits may not be implemented, low life satisfaction of special post life, the teachers’ team instability in the implementation. These also reflect the problems of the plan. On this basis, this paper takes the perspective of policy paradox to analysis the causes of the problems. The first is the existence of a fair policy paradox in the making and implementing of the policy; the second is a contradiction with the top design and practice. The third is the conflict of institutional and humanity. In the last part of the paper, I raised some suggestions to improve the living conditions of teachers and improve the "special post plan". We can establish a correct concept of fairness, improve the level of treatment of special post of teachers, strengthen human care, and combine internal development of teachers and external support to make the plan more effective in the long run, and make more teachers contribute to improving the development of rural education.
