"Work plan" is a new phenomenon appeared in 2006,is a "rural compulsory education stage teacher AD hoc jobs plan" for short,was originally the implementation of a special policy for rural compulsory education in the western region,by the national ministry of education,ministry of finance,human resources,public four ministries jointly issued a push,with support from the central finance through open recruitment of college graduates to the western region under the "two basics" counties county rural schools,in order to guide and encourage college graduates to work in the rural compulsory education,the innovation in the complementary mechanism of rural school teachers,and gradually improve the overall quality of the contingent of rural teachers,promote the balanced development of the urban and rural education,but also can promote the employment of college graduates is put forward.Policy sets,teachers in service during the period of three years by the central financial unified payment of wages,and poor local at the teacher's wage and benefits shall be borne by the local finance,teachers service after the expiration of three years can enjoy a series of preferential policies.In 2009,the phase of the plan into the overall implementation of expanded to key county of national poverty alleviation and development work of the central and western regions in China,in this case,begin to be incorporated in the state of hunan province "teachers" plan,by 2014 the program has expanded to the 24 counties and cities of hunan province.This paper mainly through the relevant policy formulation and implementation,career planning,from the perspective of policy at a targeted for hunan province "work plan" the development of policy formulation and implementation of the model put forward the corresponding solution strategy.To duty policy implementation of hunan province have a general idea,I will pass in the natural environment of part of hunan province school teachers to have a purpose in a planned way of direct observation and non participant observation,through the communication within the scope of the special teachers to myself living and working conditions of hunan province special duty policy implementation carries on the preliminary understanding,and also use observation method to collect a large number of real and reliable information on non-verbal behavior.On this basis,by mastering the general interview structure and formulate questionnaire,and part of the school's teachers for further interview,in addition,in this paper,the related problems of the "work plan" for teachers of hunan province for a wide range of questionnaire.The aim of the survey is to understand the basic conditions of primary and middle schools in hunan province and the implementation of their governments since the implementation of the project.The finalquestionnaire will be completed around policy formulation,policy implementation and policy assessment.After completion of the first draft of the questionnaire compiled,the author will choose two elementary school in A county,three junior high school,the test number of teachers,and put forward amendments,ask them to reshuffle according to put forward the opinion of the questionnaire,and in-depth interview to them,these opinions and the interview data has become an important reference.The author modified the questionnaire.Finally,the author will focus on analysis of related cases,and focus on analysis of hunan province "work plan" policy formulation and implementation problems,using the results of the analysis to "work plan" of hunan province provides the development trend of policy formulation and implementation of targeted countermeasures.
