| Construction is a mainstay industry in national economy. The credit of construction is an organic component of the social credit system. During the Period of Changing Economic and Social Pattern in China, the emergence of injuria and behaviors of breaching promises has led to a serious credit crisis in building industry. So how to make up a perfect construction credit system, which could provide standardized management to the building market, has become a problem demanding prompt solution.Since the beginning of 1990s, the Chinese government has started the work of rectify and standardize the building market. From the 10th Five-Year Plan to the Eleventh-Five Year Plan, according to the disposition of the Ministry of Construction, the credit construction of the building market has been underway. However, due to the comprehensive function of some factors, including the transformation period, the problems of building industry, the responsible departments of the government and the guild of construction, the behaviors of breaching promises of construction has been the great bottleneck which restrict the sound development of the construction and market economy.The thesis introduces the management system of the enterprise quality credit of America, German and Japan. Besides, the thesis analyzes construction credit system of Tianjin. On the basis of the method of comparative study and case study, we could find some instructive reference.On the bases of the analyses of behaviors of breaching promises and its reasons, the thesis puts forward a basic framework to the credit system of construction which is called“two-dimension and three-way”. The construction of the credit system of the building industry is a complicated systems engineering. The development of the building industry depends on the joint efforts of all construction enterprises and their workers, the responsible departments of the government and the architectural association structure branch. |
