The Study Of Low Carbon Economy Efficiency In Provincial Areas Based On The Government Regulation View

Energy plays an important role for the development of modern economy, however,the human society is facing a new challenge from climate change. The greenhouse gas emission, such as CO2, caused the global climate change, and this phenomenon is due to the burning of fossil energy. In 2003, British published the white paper and released a boom of low carbon economy mode in the global attention. And in 2006, the Chinese government issued a national climate change assessment report, showing that China’s officially began to focus on low carbon problem.In traditional economic mode, the technical level, city expansion, industrial structure and other factors restricted the energy consumption structure. Except the activities of energy consumption enterprises, the local government through all kinds of macroeconomic regulation and control means to control the regional economic development direction, and decided to the level of carbon emissions directly or indirectly.This article worked for the low carbon economy development efficiency in the view of government regulation, and define the concept of low carbon economy from the contrast of resources input and "reduced carbon" output. CRS efficiency characterized regional low carbon efficiency level, and in order to facilitate the further investigation, we split it into VRS efficiency and scale efficiency. At last, the influence from the moving of production frontier had been considered in dynamic efficiency evaluation.According to the main fields of government regulation and the basic requirements of data envelopment analysis, the paper constructs a low carbon economy input and output index system. Using data envelope analysis as the tool, the dynamic efficiency and static relative efficiency of 30 provincial units from 2006 to 2009 had been measured.Through the calculation, the government’s policy has positive effect to the pressure of carbon emissions reduce. According to mean value, the western region had a higher low carbon efficiency level and an superior economic changing speed than the economic developed area in the east. Under the premise of local governments have attention to environmental issues, existing industrial scale and proportion of urbanization is still not reached saturation point in the standard of "low carbon". Under pressure of the local government performance, the development thinking and attention will not get change in the short term. So the major direction in science and technology support investment had not take the field of "reduced carbon" technology as emphasis.
