And how to achieveeconomic development in harmony with the environment is an important subjectthat need our attention. In the world, all countries make great efforts to develop lowcarbon technology, realize low carbon economy and become the leader in theresearch field of low carbon. Some developed countries, like Europe and America,have taken measures to innovate, reform the rules and regulations in the area ofenergy, trade, industry, technology and so on, in order to promote and realize highusage of energy and low emission of pollution. Finally, achieve the low carboneconomy. At present, Chinese pattern of economic development shows three highphenomenon. In this circumstance, China must be converted into low energyconsumption, low emission, low pollution, in order to achieve green sustainabledevelopment model. Only by developing low carbon economy, green economy canbe achieved, which is an important challenge and also a necessary decision. In thedevelopment of low carbon economy, low carbon technology is the crucial pathwayto reduce emission. Science and technology is the primary productive forces,technological progress is the key to achieve the low-carbon economy. Therefore, topromote technological progress, China need bring in foreign advanced technology,and regulate the dynamics of the scientific research and development investment.In this paper, by combing the relevant literature, in the context of thedevelopment of low carbon economy, study the efficiency of low carbon economybased on research investment. On the basis of the existing theory, analyze theimportant role of science research investment in the process of developing a lowcarbon economy and the influencing factors. According to the requirements of dataenvelopment analysis method, construct a multi-input, multi-output indicatorsystem to evaluate the low carbon economy efficient. The method of this paper iscombining data envelopment analysis (DEA) and Malmquist index decompositionmethod. Using the data of China’s30provinces a comprehensive analysis shows the problems and reasons in current research of low carbon economy. Throughresolving the efficient of low carbon economy, found that technological progress isthe key factor to enhance the impact of Malmquist index, and the resourcesallocation structure is the main factor influencing the static efficiency. From themacro level gives the corresponding policy recommendations, the development oflocal low carbon economy need all provinces increase macro-control efforts,promote technological progress, diffuse the knowledge and technology effectively,and balance the quantity of input and output. On the other hand, science andresearch funding is used to develop low carbon technologies and improve theenvironment. In addition, control the investment proportion is necessary. |
