Over the years, our country has been undertaking the "manufacturing power" of the title, accompanied by a series of problems that arose. Scientific research ability is poor. Resources are wasted seriously and serious environmental pollution has been caused. But with the strengthening of China’s economic strength, our country is trying to turn to "smart power" in our country in order to realize the grand goals of resource conservation, friendly to the environment and fast developed economy. The "Sixteenth Conference" of the party was first proposed to the development of low carbon economy. In the "Eighteen Conference", it also put forward the suggestion that our country should develop into the mutual combination of industrial civilization and ecological civilization mode. In the plan of "made in China 2025", one of the main aspects is to solve the problem of manufacturing development of low carbon environmental protection. Therefore, the problem of the innovation of the manufacturing industry of our country under the background of low carbon economy is particularly important. How should we accelerate the innovation of the transformation of traditional manufacturing industry? How could we better achieve the low carbon target?Under this background, this article applies the Super-SBM model to measure the 27 manufacturing divisions in nearly a decade the static efficiency of technology innovation. At the same time on the efficiency of the technological innovation in this decade dynamic development and change of the Malmquist index are analyzed.It is concluded that China’s manufacturing technology innovation efficiency values occurred in the past decade a slow adjustment process, under the background of low carbon economy. Low technology manufacturing still needs to increase R&D expenses within budget and R&D staff full-time equivalent to improve the efficiency of technology innovation. New and high technology industries need to be reduced energy consumption to achieve better efficiency of technological innovation. From the convergence of the results in the classification of the industry, manufacturing industry technological innovation efficiency of the internal gap is not very stable, but the overall trend in the narrow. Finally, we should put forward some countermeasures and suggestions to perfect the accurate position of the innovation main body, strengthen the technical conditions for innovation, and improve the development environment of innovation system.
