A Study On The Urbanization Development Strategy Of Tibet Autonomous Region Government

The city is a symbol of modern civilization, industrialization andmodernization of the country’s material and space carrier, the level ofurbanization reflects the level of economic development of a country orregion, the majority developed countries, whose urbanization rate hasmore than70%.Since the reform and opening up, urbanization developsrapidly in China up to51.27%in2011in the middle stage of thedevelopment of urbanization, experts and scholars believe that this stagewill accelerate the urbanization constantly.The next10years, most of ourpopulation will gradually live in cities and towns."2020"the World Banksaid:"China is experiencing two changes,from command economy tomarket economy and from rural tocities,agricultural society to industrialsociety.Economic development of east and west in China is a ladder,leading to the level of urbanization which has a significant geographicaldifferences, Tibet Autonomous Region located in southwestern border ofChina, for Series of reasons, the level of urban development is veryslowly, whose urbanizationrate was only25%, far lower than the averagelevel of national’s urbanization。Tibet havenot large city whose populationmore than500,000, only the city of Lasa whose population is morethan20,000, in Tibet,the average urban density of0.016/million squareKm, towns of0.27/million square Km, country of0.7/million squarekm,19.58/million square Km.According to the curve that Northam Put forward about the process of urbanization, the urbanization of Tibetlocated in the early stage of development of urbanization (urbanizationrate at30%), urban development very slowly.With the imbalance of thedevelopment of urbanization, the gap of the Tibet and the eastern in urbandevelopment continue to expand.Party and government has been very concerned about thedevelopment of the Tibet, just past the11th Five-Year Plan and the recent12th Five-Year Plan and the fifth working conference on Tibet allemphasis the development of economy and people’s livelihood in Tibet,proposing relevant measures to build a well-off society, promotingdevelopment leaply and boundly.Author based on the reality of Tibet,always adhere to the principle of "Chinese characteristics and Tibetanfeatures" to research and innovation.The full text is divided into four parts, the first two section outlinesthe basic overviews of the urbanization development at home and abroad,combing related theories and putting forward some insight concepts. Thethird part mainly write the present situation and problems of thedevelopment of urbanization in Tibet. The fourth part is the core part ofthis paper. Firstly,describing the strategic overview of urban developmentat home and abroad, secondly,author put forward the strategic principlesand layout about the Tibet, thirdly,making the path selection of theurbanization development in Tibet. The urban development strategy is based on the industrial development strategy,section IV of this chapterdetailed three industry development strategy and the transfer of surpluslabor for the development’s effect about urbanization of Tibet. Finally,author made a number of creative policy advices and measures.In short, I hope that this paper can provide some theoretical guidancein the development of cities and towns in Tibet, making the benefit toTibetan people, this is also the author’s starting point and study power.
