Tibet is the province whose volume of average annual runoff of the river is the most abundant in China, and Tibet is the major storage area of the strategic water resource, and Tibet is the area where the water resource is the most enriched and there is the biggest extrinsic potential. In the case of the existence of the global water crises and the existence of the serious shortage of the fresh water in China for the 21st Century, the water resource as one strategic resource for a country and a region will be well appreciated. During the new period, the policy of water control for China is that we must promote the sustainable utilization of water resource into the strategy of the development for Chinese society. We must emphasize that the water shortage has become the main restraining factor for the social and economic development, China has proposed the project of strengthening the water resource and its unified management, and we must also strengthen the reasonable development of the water resource, its scientific disposal, comprehensive conservation, effective use, effective protection and comprehensive treatment so that China can coordinate the development among, population,resource, environment and economy.The fair use and the durable maintain of the water resource in Tibet can influence the durable development, the friendly relations, the regional corporation, the ecological security and the national defense between China and the neighboring countries. The water resource has become one of the principal factors of restricting the economical development in Tibet, transforming the potential advantage of the water resource in Tibet into the actual advantage is the best support to the economical development, particularly to China. This project is full of the most important strategic and historical significance.This article is separated into four parts which focus in the research and the analysis of the strategic and economical problem to the exploitation of the water resource:The first part includes the analysis to the countrywide proportion shared by the Tibetan water resource by way of observing the distribution of water resources in China; this analysis highlights the important position and the role of the Tibetan water resource to the overall water resource in China. The reasonable, correct and efficient exploitation makes the Tibetan and Chinese economy stable, and they can also promote the Chinese durable development. The second part comprehensively analyses the necessity and the strategic meaning of the exploitation of Tibetan water resource in the current situation. The Tibetan water resource not only can solve the feasible water source in the Chinese spacious scarce water area, but also can become the precious available resource of managing the sand storm in the North; the Tibetan water resource has the self-evident strategic meaning to the management of the land at risk of being turned into desert, and it has the strategic meaning of effectively enhancing the life, the development space and the national defense construction.The third part is contributed into the analysis about contemporary urgency and historical chances of exploiting the Tibetan water resource.From the domestic analysis, the successful construction of the Three Gorges Dam and the Qinghai-Tibet Railway has become the valuable experience for us to construct the massive water project and to reform the highland frozen earth; this successful construction can also reserve a mass of High-quality talents.Against the background of the international financial crisis, China ought to transform in time the mode of economical development, and to expand domestic demand and the force of investment of the infrastructure.Otherwise, in capital investment, China has to favor the western region; we have to favor the certain large-scale constructions of the national strategic defense. The growth in the living standard and the economical development in Tibet hang on constructive input of the mainland capital and on improvement of the local job opportunities. In international environment, it's the period that time will not wait for us, India is planning to build a new reservoir dam that is bigger than Three Gorges Dam in the area of South Tibet, if India can seize the opportunity before China, our country falls into a passive position.The forth part is with the topic of the restraining factors and the solution of the exploitation of the Tibetan water resource, we analyze the feasible restraining factors during the exploitation of the Tibetan water resource, these factors include the environment, the exploitation and the protection of the ecological resource; and they include the problem about the pinch in capital, technique and talents, at the same time, there is the problem about the insurance during and after the period of the construction. The government has to handle the beneficial relation in the ethnic minority areas and the problem about interference or nuisance from the Dalai clique.Likewise, the government has to face the problem from the international factors, such as profit distribution of the water resource and boundary dispute with India. From what has been discussed above, we can present the pointers and advice to solve those problems, and we can further demonstrate the realistic feasibility of the exploitation of the Tibetan water resource.
