Research On Tourism Cooperative Developing In The Provincial Border Regions

On the background of regional tourism cooperation, the study on tourism cooperation in theborder areas becomes one of the hotspots in academic research. There are a lot of tourismresources in China’s provincial administrative boundary. Those tourism resources have theintegrity on space, the homology of the regional culture, complementary resources. However,due to the administrative division separates the integrity and unity of the tourism resourcesand tourism market, leading to inter-provincial border region’s tourism industry in thedevelopment of disorder and disorderly competition and management state of disorder. Inorder to achieve the integrated management of tourism resources in inter-provincial borderareas, it is necessary to discuss and study the regional tourism cooperative developing in theprovincial border regions.Firstly, after reviweing on the reserch of regional cooperation in domestic and international,the article analyzed the current situation and existing problems of the regional tourismcooperative developing in the provincial border regions, and maintain that the rigidconstraint of administrative boundaries on tourism resources is the root of the problems.Secondly, staring from the concepts of border region, type of boundary, boundary effect,establishing the research object of this paper, using the related theory of property rights,administrative region economy theory, institutional economics theory, system theory,non-optimal tourism resource district theory and the game theory, the article analyzed thenecessity and feasibility of the regional tourism cooperative developing in the provincialborder regions. It comes to conclution that we should make use of the unbounded capital tobreak administrative boundary rigidity, and use a single main body to lead the developingt ofprovincial border regions.Thirdly, combined with research methods of Delphi and interview, the article establish aframework of regional tourism cooperative developing in the provincial border regions toguide the tourism developing of border areas.Finally, combined with the specific case of Mountain Wangshou in the border region ofFujian and Guangdong, the article put forward the strategy of regional tourism cooperativedeveloping in the provincial border regions, which including the property rights system, thestakeholders of the "Four in One" system; developing mechanisms of distribution of benefits;seting up a the protection mechanism, which including system of joint meeting and thecoordinating committee.
