Henan Rusu Anhui Provincial Border Area Development Path

In the research about coordinating development and disparities of regional economy, the study about the development of provincial marginal zone has been a relatively weak aspect. With previous literatures focusing mainly on the difference among the three regions of east,west and middle ,between two provincials, and among inter-provincial,but the research on provincial marginal areas, which are at the junction of provincial boundaries, is rare .Provincial marginal Zones are neglected by the national investment and construction in the early years of our national establishment,then become the weak areas by foreign investmentin after the reform and opening up .currently when advocating the development of regional coordination prevails,they are the "non-priority areas" among those enjoy the regional development policy.According to this tendency,the problem of the development of Provincial marginal areas will definitely becomes a major issue of the regional development, thus it has theoretical and practical significance to choose the development of provincial marginal areas to study .In recent years, with research methods and tools continuously innovating, the academe 's study of regional differences has become more precise.This papers is to do a in-depth research about the situation of the internal and exterior development of four provinces' marginal zone,namely Henan ,Shandong Jiangsu and Anhui ,by using Markov Chain and other technical means in the club convergence, and put forward a solution to the problem of the regional development from the perspective of the administrative divisions ,that is ,isolate the marginal zone out of four provinces ,then establish a independent province, piloting a Provinces controlling a country mode. The main contents are structured as follow:The first part propose the background and significance of the topic, and outlined the main contents of the article and the main research methods in detail. In the second part,firstly we review the existing literatures about the disparities of regional economy home and abroad,figuring out a weak point of this field:they barely refer to the research on provincial marginal zone , nonetheless there are many unreasonable aspects in a few research on areas on the edge of provinces and the policy recommendations mentioned .The third section base on the overview of the basic profiles of the provincial marginal zones,demonstrated the the distress of the internal and exterior development of the provincial marginal zones and the space adjacency effect of inter-region ,using the method of empirical research, such as the Markov chain in the club convergence, which laid the foundation for the latter argument.In the fourth part, we discuss the most effective path to choose to accelerate the development of this region in the context of China's existing administrative system:to break the existing administrative divisions and build a new province.Part mainly discusses the design of the development mode of the new provinces : Ploting a mode of provinces controlling country .In addition this part put forward a regional development strategy.In the last part,the article raises the inadequacies and the prospects for further research .The main content of this paper can be summarized as follow: 1. the plight of the development of inter and exterior of the region is obvious. Comparing to the surrounding four provinces, the development of this region is in low ebb ,at the same time , there are serious differences within the region. 2.In the context ofthe existing Chinese administrative system and the strategy of each provincial's development, the most effective way to develop this region is to break the existing administrative divisions, separating this region as a independent new province .3 .To establish a new provinces in this region and plot a mode of province controlling country.
