Chinese five big state-owned commercial Banks have been successfullylisted in succession, become state-owned the joint-stock Banks. Stock reform forour country’s state Banks, is necessary and successful. Through the joint stocksystem reform, the competitiveness of the state-owned Banks underunprecedented increase, in the entire national economy national economy andfinancial system in the role that are getting more and more serious. Althoughownership structure changes, by the original state-owned bank change for jointstock system, however, the nature of the five major state-owned Banks anddidn’t change too much. After all, the central finance in the number of shares inthe dominant position to state holding primarily ownership structure embodiesthe characteristics of publicity. The government, meanwhile, the joint-stockBanks is first commercial Banks, so its an important goal is to pursueshareholder interests, this is the joint-stock system by itself of the decision. Thispaper thinks, at present, in China there are the five state-owned the joint-stock Banks to attach too much importance to nonprofit targets. Itself is not able to getenough public reflect. And from the perspective of public economics, public fiveline in our country should have clear and specific forms of expression. Throughthe state of the joint-stock Banks ownership structure, the special functions andinternal and external decision analysis, can prove the public is still the inherent, very important attribute. For this proof, means our state-owned Banks of thepublic and not as stock reform and change too much. This is the goal of thispaper writing. But the fact is, with the completion of the stock system reform, the characteristics in the state-owned five done daily management and operationprocess, has been gradually to ignore. The main performance has fivestate-owned dominated the joint-stock Banks in China’s banking industry marketjiangshan now, use this one dominant position for the excess profit by societyand inflexible. In addition, in a huge profit at no active social responsibilities, make public opinion dissatisfaction is increasingly clear. Therefore, in thepresent stage is necessary to analyze our country state-owned the joint-stockBanks of the public, and explores how to make state of the joint-stock Banks canbetter reflect the business, public. Through the analysis, this paper argues that, all sorts of appearance and not because stock reform caused. The key is tostate-owned bank decision environment changes. Originally as decision by thegovernment of the main body of the decision-making mechanism is not suitablefor, instead of multiple interests on behalf of the target multiple ofdecision-making. Including state-owned of the joint-stock Banks controlling shareholders, the people’s bank of China, the banking regulatory commission(CBRC) and itself. How to find with new decision environment solution, thispaper writing is another important purpose. As for specific solutions can fromtheory and practice, find the answer. This paper argues that, advocate thedecision between public and the reason is the main state-owned public reflectthe joint-stock Banks influence the degree of an important factor. As for thepractice of some of the measures, from external supervision and managementcan inspire and state-owned Banks to explore inside. China’s socialist systemdecided the joint-stock Banks will still exist state-owned a period of time, thisparagraph of time may be very long. At present, how to better reflectstate-owned Banks more publicity, still has the very strong practical significance. This paper it is out of the consideration, just for the issue to a analysis andverification. If the solution of the problem can be subject to play a little effect,so this paper writing purpose also is reached.
