Green Trade Barrier is a new trend of protectionism in international trade duringthe last decade. After the2008international financial crisis, Green Trade Barrier, asan important and widely used non-tariff trade barrier, caused a great impact on thedevelopment of international trade. The Green Trade Barrier means some direct orindirect measures taken by countries in order to block international free trade underthe excuses of environmental protection. During the post-crisis period, with theincreasingly stringent environmental standards, the Green Trade Barrier has becomean important means of protectionism in international trade. As one of the tradingnations in the world, China is confronting tremendous Green Trade Barriers fromusual agricultural products to the emerging “carbon tariff” and becoming the target ofthe world.From the social, economic and political background of the Green Trade Barrier,this paper discussed its origin, development and new features in the post-crisis period.Nowadays, the manifestations of the Green Trade Barrier not only improved in thetraditional green technology standards, the green mark, the green packaging and greenhealth inspection but also emerged some new forms, such as animal welfare systemand carbon tariff. In addition, this paper theoretically analyzed the economic effects ofthe Green Trade Barrier. Green subsidies is government’s best short term option inorder to implement trade protection and the Green Trade Barrier, for its lowestnegative impact on trade, becomes the first choice of many countries. By analyzingthe impact of Green Trade Barrier on China’s foreign trade from an empirical view,this paper pointed out that beside its significant negative impact, the Green TradeBarrier has few positive effects. At last, this paper made some suggestions andmeasures from three aspects: the government, the industry and the enterprise. Thegovernment should formulate appropriate trade policies and environmental laws andregulations after carefully studying the international rules; the industry associationsshould establish an early warning mechanism and actively guide the enterprises inresponding to trade friction and disputes; the enterprises, with the green improvement of product, should apply green marketing policy, make full use of foreign investmentand carry out the strategy of diversification. So, only if we respond actively will weminimize the negative impact of the Green Trade Barrier to China.
