A Coordination Research On Industry Structure And The Science&Technology Progress Of Shanxi Province

Since the reform and opening up, China’s economy continued rapid development.However when social and economic develop to a certain extent, economic growth islimited to existing economic structure; economic restructuring requires a matching ofthe industrial restructure.Generally speaking, China’s industrial structure is graduallychanging from the traditional "one, two, three" structural to "Three, two, one" mode.But the industrial structure in Shaanxi Province stays on "two, three, one" mode. Thesecondary industry is developing rapidly, when secondary industry accumulated enoughwealth to society, the third industry will rise, while in the process large amounts ofenergy, mineral resources, water resources and other natural resources areneeded.However, due to the scarcity and non-renewable quality of resources as well asthe potential environmental threat of future Shaanxi sustainable development, how topromote industrial development, social wealth accumulation and make sure the thirdindustry is the major focus of industrial structure is the problem to be solved.Coordinate the development of science and technology is the key to solve this problem,which is a basic law of industrial economics. Thus effectively promoting thedevelopment of technology to improve industrial structure adjustment of ShaanxiProvince has important theoretical and practical significance.This paper firstly designed a scientific and reasonable industry structure andtechnology progress coordinate evaluation index system based on the industry structureand technology progress theory review and situation of Shaanxi Province, this systemincluding12indicators. Based on existing Statistical data, this paper selects2003-2010as evaluation time period and then uses SPSS software to conduct factor analysis tocalculate industrial structure and technological progress comprehensive index ofShaanxi province in2003-2010. In addition, this paper calculated the coordinationdegree of industrial structure and technological progress in Shaanxi Province usingcoordination mathematical model. The result shows that coordination degree achieves ahigh level, however, lot of work are needed to promote the industrial structure andtechnological progress coordination degree.Finally, from promote the upgrading of industrial structure view, this paper state some effective and feasible countermeasuresand suggestions to promote the industrial structure and technological progress inShaanxi Province to a high-class degree, in order to provide reference to the relevantdepartments and policies and decision-making organization.
