The problem of industrial structure is long-standing.Whether can realize the upgrading of industrial structure is an important factor in the success of economic restructuring,technological progress is the main way to promote the optimization of industrial structure,research and development activities as an important source of technological progress,has become a measure of innovative national standard of.After many years of development,high-tech industry has become one of the most vigorous pillar industries in china.High tech industry is a highly intensive industry and is an important symbol of the advanced productive forces and scientific and technological strength.As a result,many scholars equate the upgrading of regional industrial structure with the increase in the proportion of GDP of high-tech industries in gdp.Based on the endogenous growth theory,constructs the theoretical relationship between technology,R&D investment and industrial structure,respectively through panel data segments of the industry and the empirical inter provincial panel data of high-tech industry to examine it.The results show that R&D investment structure and technological progress have a significant impact on the industrial structure.For different types of industries,the impact of R&D investment on their industry structure is different,and the lag period of R&D investment impact on the industry structure is also different.For example,R&D investment in technology intensive industries is more significant than other industries in their industry structure,but there is a longer lag period.For different regions,the rise of R&D personnel in high-tech industries has a positive effect on the optimization of their industrial structure.However,due to the defects of technological innovation system in high-tech industry,the proportion of internal expenditure of R&D expenditure has not only failed to optimize the industrial structure,but also brought negative effects.At the same time,there are obvious differences and different hysteresis effects in different regions.In order to improve the high-tech industry in the GDP proportion,to achieve the optimization of the industrial structure,not only to promote the high technology industry's technological progress speed,but also make high-tech industry technological progress is faster than the speed of technological progress area.The area of the attention to increase R&D investment funds and at the same time,also need to deepen the innovation of science and technology,enhance the efficiency of research and development;and promote the reform and innovation of internal R&D Department of school and enterprise operation mechanism;also can realize the inter regional cooperation mechanisms to build collaborative development of high tech industry system.But it should be noted that due to natural conditions,the level of education,transportation and communication conditions are different,in order to realize the high technology industry in different regions the proportion of GDP growth,optimize the industrial structure,but also need to adopt a different strategy.To some extent,the research of this paper provides a theoretical support for the promotion of the strategy of building an innovative country.
