Energy is the lifeblood of the national economy. Traditional heating and coolingequipment takes such as coal, electricity, petroleum, natural gas as its main energy, butthese are all non-renewable resources, and increasingly drying up within the large-scaleconsumption of modern industry and modern life. Besides, these resources cause seriousenvironmental pollution while their consumption and conversion process. China is acountry with high energy consumption and resource consumption in the world, facingcontradiction of energy shortage and the rapid growth of the energy consumption.Therefore, the Central Committee clearly put forward the conception of building aconservation-oriented society, which means protect and reasonable use all kinds ofresources in areas of social production, construction, circulation, consumption and ineach respects of economy and social, to improve the efficiency of resource use andfinally maximize the economic and social benefit with minimal consumption ofresources. Using surface water resources, it is a green circle of a renewable energy, bythe way of water source heat pump to implement hot and cold conversion, and it caneffectively alleviate the increasingly serious energy crisis, is also a useful applicationtechnology that government promotes.Traditional theory of energy resources value is limited to discuss the value or priceof the exhaustible energy resources, but few in theory of renewable energy value andpricing method. With the development of concept of sustainable development, peopleneed to re-recognize the value of renewable energy resources in the framework ofsustainable development. However, it is still the starting stage for the application of therenewable energy in China. Therefore, the higher cost makes it impossible to competewith the traditional energy and the pricing strategy becomes the bottleneck.Based on the theory of value and price theory of natural resources, energy pricetheory, theory of sustainable development, this paper combines systematic andcomparative analysis, and empirical analysis and normative analysis methods. On thebasis of previous research, this paper concentrates on the value compositions of thewater source heat pump energy and their influencing factors, as well as some commonenergy pricing methods and models.This paper analyses and studys on the price calculation method through the use ofriver water source heat pump technology in Jiangbei CBD area, measures the pros and cons of marginal opportunity cost pricing, cost-plus pricing and the two parts pricingmodel in use of water source heat pump project, concludes that the two parts pricingmodel should be the more better model in this area. Finally, the calculating model isforwarded and it improves the policies for the river water source heat pump technology.
