The Research Of Risk On Rural Land Circulation In China

The rural land circulation is an effective way to optimal allocation of rural landresources, and the key to solve the “three rural issues”. Therefore, the rural landcirculation has become a common concern in China. On the combined action ofeconomic and policy, the rural land circulation has developed rapidly in China. Up tonow, the area of the rural land circulation has more than1.5million Mus. And thecirculation forms have developed form simple manner, such as exchange, farmingreplacement, to many forms co-existence phase, including subcontract, lease,interchange, exchange, shares. And the subjects of rural land circulation involvedfarmers, collective economic organization, scale managers, intermediary organizationand government, but not only the farmers. However, the exogenous risk factors, such asthe shortcomings of china’s rural land system, economic fluctuations, political changes,social problems, natural disasters, and the endogenous risk factors, such as land and theparticipants of rural land circulation, impact on the rural land circulation for furtherdevelopment. It is important to analysis and manages the risks of rural land circulationfor developing agricultural t and rural economy.This paper has studied the risks of China’s rural land circulation deeply. First,through analyzing the literatures, the paper described the transformation of rural landsystem in china and the present situation of circulation, than pointed out the importanceof rural land, the shortcomings of china’s rural land system and the issues of rural landcirculation. The next, combining with the cases of rural land circulation, the paperanalyzed the exogenous risk factors of circulation, such as system, economic, political,social, natural, and the endogenous risk factors of circulation, including circulationobject-land and circulation subjects, and then summarized the risks leaded by the abovefactors, as risk of loss of interest, risk of loss of land, risk of disputes, enclosure landrisk, agricultural risk and social stability risk. In order to prevent the occurrence of theserisks, and based the risk management theory, the risk control system composed by the“subject, time, and system” has been built in the paper. And the risk preventions ofbefore circulation, in the circulation, and after the circulation were focused on the paper.Finally, the construction market mechanism, government adjustment mechanism and social security mechanism have been proposed to protect the rural land risk controlsystem.
