Today’s world,it is an indisputable fact that the phenomenon of growing global warming has been much international concern, climate change, energy - saving and emission reduction will be talk about almost every topic. Iron and steel industry as one of the major greenhouse gases emitting sectors, both from the perspective of sustainable economic development, or fulfill emission reduction obligations of international duty, steel industry unshirkable responsibility of energy - saving and emission reduction task . Low carbon economy is the new iron and steel industry development policy, is an important part of sustainable development in China, change the mode of economic development,the only way to ease the contradiction between resource constraints.Tai Yuan Iron & Steel (Group) CO.Ltd (TISCO) is the biggest stainless steel producer with advanced equipments. The paper emphasizes to research the way how the Power Plant of TISCO establish energy - saving and emission reduction developing stratagem as a department of Iron Making Plant, willing to fit the development of TISCO and enhance the capability of competition.In this paper, taking Tai Yuan iron and steel group Co., LTD(TISCO)and power plant as the research object, starting from the history, actuality and programming of TISCO,combining some domestic advanced steel enterprises comparisons. The author makes a comprehensive analysis about the existing problems of TISCO Power Plant with the investigation of inside and outside environment.At the end, the author sets down a development strategy of energy - saving and emission reduction of TISCO Power Plant through SWOT,and gives the detailed measurements for carrying out of the stratagem.
