A Research On The Strategy And Evaluation Model Of The High-tech Industry In Tianjin Habor Economic Zone

Regional development competitiveness comes from regional innovation capability. However, the regional innovation capability needs to be supported and led by the development of science and technology. Tianjin Harbor Economic Zone (THEZ) is the large-scale manufacturing base mainly composed of domestic enterprises. It is necessary to establish a mechanism to push forward the upgrade of manufacturing and increase the competitiveness of this region as well. The vicious industrial cycle of import– lag– re-import– re-lag can be avoided by this mechanism.Based on the theory of strategic management, the competitiveness and the investment orientation of the high-tech industry in THEZ are studied in this thesis. The development strategy of the high-tech industry in THEZ is presented relying on the results obtained. At last, the policies supporting the development of the high-tech industry in THEZ are proposed.Six factors, including the industrial supporting system, the location advantage, the policy advantage, the regional infrastructure and the human resource have significant influences to the high-tech industry in THEZ. In this thesis, these six factors are evaluated by the fuzzy comprehensive evaluation method. Based on the evaluation results, the advantages and the disadvantages of THEZ are analyzed and the development focus is determined for the high-tech industry.An industrial institute connecting with universities, a capital interconnection platform, a R&D platform of generic technology, a public technological service platform, a market platform, a management research platform and a supporting service platform will be built in succession to support the development of the high-tech industry in THEZ. Using the analytic network process method, the importance of each platform is evaluated separately, and the investment orientation is determined to guarantee the efficiency of the investment.Relying on above analysis and evaluation, this thesis studied and proposed the development strategy of the high-tech industry in THEZ. And the measures of policy innovation are put forward to maintain the integrated competitiveness as well.The result of above research has been applied to the high-tech industry in THEZ and some achievements have been obtained.
