The theory of cooperative learning was first put forward by Haken Hermann in 1971, and he made a systematic and scientific exposition of the theory. As a new mode of technological innovation, industry-university research cooperation has become the first choice of technology innovation in various industries, and led to the extensive attention of the academic circles. In recent years, the level of innovation and technological innovation has been improved, but the phenomenon of technology, economy and market is still relatively serious. To solve the problem of improving the ability to promote innovation and economic development, improving the level of cooperation between the parties is very important. It’s not enough to rely on the efforts of enterprises and efficient, we also need support and macro guidance of the government’s policy.After reviewed the literature on research cooperation, innovation policy and related fields, based on the "three spiral" theory, innovation policy theory and social transaction theory, the paper proposed the concept model of the relationship between the four variables. As an independent variable, the cooperative policy was divided to supplying, demanding and environmental types(Rothewell & ZegVold, 1981). Based on the formal contract and relational trust, cooperative governance was divided to two dimensions as a moderating variable(Danny Pimentel, 2003; Yikuan and Lee, 2006).Enterprise collaborative innovation ability was an intermediary variable, and was divided into R&D strategy, operations management, knowledge management and the innovation efficiency. Corporate’s economic performance was dependent variables to measure the enterprises’ and universities’ development of collaborative innovation effect. The data were collected by questionnaire survey, which based on the measurement of the model variable. And statistical software SPSS17.0 was used to carry out the empirical test of the hypothesis.240 questionnaires were distributed for data collection in the paper, and 192 questionnaires were recovered. In order to ensure the quality of the data, the paper deleted 35 unreasonable questionnaires. In this paper, the correlation analysis, multiple regression analysis and other methods were used to test the hypotheses, and the main conclusions are as follows:Firstly, industry- university research cooperation policy plays an important role in promoting enterprise’s collaborative- innovation ability and economic performance. Meanwhile, enterprise’s collaborative- innovation ability plays an intermediary role between industry-university research cooperation policy and the economic performance.Secondly, the relationship between industry- university research cooperation policy and supplying & environmental policy is regulated by cooperation governance, including contract and relational governance. But the effect on demand policy and enterprise collaborative innovation ability relationship is not significant.Finally, this paper expounds the progress made in the theory and practice based on the results of empirical analysis. Combining with the needs of enterprises’ practice on the activities of cooperative innovation, this paper puts forward suggestions from the aspects of the policy’ making and partnership governance between enterprises & universities(research institutes). In the end, the paper points out study’s shortcomings and gives the prospects for future research.
