Chengdu Urban Workers Social Insurance And The Integration Of Migrant Workers Comprehensive Insurance Measures And Effect Evaluation Research

The legal social rights security of migrant workers, who as a special group in thecity have been making a great contribution to the urban development, has got moreand more concerns. So the paper analyzes the security policy and practical effectsystematically based on the instance of Chengdu city.First, the paper analyzes the existing problems of Chengdu systematically beforethe implementation of social security policy from the perspectives of insurance rate,rate of payments, coverage area, the balance of policy, government supervision and soon, then it also analyzes the reasons which contributes to the problems from theperspectives of the individual, employing unit and government. Then, from the paybase, pension account establishment, hospital reimbursement, unemploymentinsurance, industrial injury insurance, maternity insurance and so on, the policydifferences before and after the implementation of “comprehensive insurance andsocial security system” are systematically analyzed, and on this basis, the existingproblems are analyzed as well.Finally, based on constructing systematicallyevaluation index system of the implementation effect, a set of system implementationeffect evaluation method is established combining with functional theory, an exampleof Chengdu city is tested to prove the availability of the method.
