rural migrant workers to return to their hometowns for employment,and the repatriation of migrant workers became increasingly prominent.So the national bureau of statistics shows,the number of migrant workers going out has continued to decline,and the first negative growth has occurred in 2016.Based on previous research of migrant workers backflow motivation,focuses on the policy environment,human capital and social capital to explain it,apparently ignored the effect of migrant workers social security.Current migrant workers faces little or no social security status quo,For example,migrant workers are far from urban residents in education,health care,affordable housing and other aspects.they can't enjoy the low-rent housing and economy applicable room,also does not have the public accumulation fund for housing construction,the results are not only damaged the fairness of social security and universality,also forced the migrant workers in "going out-back-reflux circulation cycle.It is also fully reflected that the main contradiction is between the growing good life needs of the people and the insufficiency of the unbalanced development.In this background,this article hopes to use the social security theoretical framework to explain the migrant workers backflow phenomenon,it is not only helpful to improve the rural migrant workers social security system,protection of migrant workers the right to demand for a better life,also beneficial to promote the migrant workers backflow,which is helpful to establish and improve the integration development of mechanism and policy system for the urban and rural,and to accelerate the rural modernization development with a certain practical significance.First,this article through combing and summarizing the researches on the reasons for the backflow of migrant workers at home and abroad,according to maslow's demand theory interview rural migrant workers backflow intend in zhejiang province,preliminary extract the related factors affecting migrant workers backflow intend.Then,on the basis of "push-pull" theory,how does the analysis of security affect the backflow of migrant workers.Secondly,according to the investigation inzhejiang province,involved in 12 provinces of the nation's migrant workers backflow intention questionnaire data,through the descriptive statistics analysis and cross contingency table significant negative effects,to participate in social insurance for urban employees,enjoy the city social assistance and social welfare of migrant workers are more likely to leave the city,to participate in rural social security of migrant workers backflow will has significant positive influence,the domicile own land,to participate in urban and rural residents endowment insurance and medical insurance of migrant workers return will more strong;After controlling personal and family characteristics,migrant workers and economic characteristics,Social security still has influence on the repatriation intention of migrant workers,but the degree of influence has decreased.In addition,individual and family characteristics,migrant workers and economic characteristics of migrant workers backflow will also has a significant impact,including cultural degree is high,high income,spouse out,children receiving education in going out has a negative effect on migrant workers backflow intend,migrant workers tended to leave the city,and vice has a positive influence,the low degree of culture,low income,children accept education at home,migrant workers return more back.At present,social security is the key to solve the backflow problem of migrant workers.Therefore,the paper puts forward the policy and Suggestions to promote the migrant workers backflow establishing a business with social security as the breakthrough point.One is the construction of the government as the main body,multi-party participation in the expansion of social security mechanism,increasing the ability to resist social risk after the migrant workers return;The second is to strengthen the construction of public welfare facilities,especially the children of migrant workers education and the proper placement of old people's pensionproblems,reducing the life concerns after repatriation of migrant workers.Third,we will build a public service platform for urban and rural employment and entrepreneurship,and promote the return of migrant workers to start their own businesses.Fourth,we will accelerate the development of rural and small towns and cities to attract rural migrant workers,so as to we can accelerate the narrowing of the gap between urban and rural areas,realize the coordinated development of urban and rural.
