A Study On The Economic Development Of Kashgar Prefecture With The Background Of Great-Leap-Forward Development Strategy

In Kashgar as ghettoes, Xinjiang minority economic, social and culturaltransformation of the symbol of area, and as a whole the region economy coordinateddevelopment in Xinjiang in strategic areas, more than30years of reform and openingup, in the social and economic aspects has made great strides in development. But thedevelopment scale, development degree and the overall level, and other aspects, inaddition to the neighboring regional outside the district of Kezhou and Hetian,compared with other regions in Xinjiang are relatively backward in the state.Due to the focus position of Kashi in Xinjiang coordinated economicdevelopment between the neighboring countries such as China and South Asia, WestAsia trade geographical advantages as well as all aspects of long-term impact of thesocio-economic perspective Xinjiang, even the whole country have importantgeopolitical and strategic significance. The State Council in2007for an importantdocument issued in Xingjian’s economic development and opening-up, clear that thethree southern states development issues, and Kashi to emphasize the leading role inthe new growth area as one of the core radiation. Central Xinjiang forum held inBeijing in May2010are also highlighted in the southern border region, especially inthe central position of the Kashgar region in Xinjiang leaps and bounds and long-termstability, and proposed the building of Kashgar special economic development zone.In July of that year, the Xinjiang Uygur Autonomous Region Party and People’sGovernment proposed the building of the Great Kashi economic circle in order topromote the economic development of the surrounding areas, and to lay thefoundation for coordinated economic development of Xinjiang. September30,2011,the State Council issued a document decided to set up the Kashi EconomicDevelopment Zone and in many ways put forward preferential policies and supportmeasures.Therefore, quantitative analysis of the economic development of the Kashi, thecorrect positioning of the level of economic development, make plans for furthereconomic development of the Kashi reference for governments and enterprises toprovide information to help accelerate the development of the Kashgar economic development zone construction, driving to the southern border the three states ofeconomic development, and building large Kashi economic circle, the Xinjiangregional coordinated development, and help Xinjiang achieve rapid leaps and boundsand long-term stability of the two major historical tasks.This paper take the leapfrog development as a major background, Xinjiangeconomic great-leap-forward development target as the main benchmark goals,through the historical data of the current situation of the development of the Kashiarea and the development level of analysis and evaluation, further building in Kashgareconomic development of the measure index system, judge the current socialeconomic development direction in Kashgar and systematically discusses the currenteconomy the main problems facing society, in the deep analysis of the regionaleconomic development Kashi based on internal and external environment, and pointsout that in Kashgar and internal demand great-leap-forward development goals, andfinally how to speed up the Kashi area economy development, and the additionalgreat-leap-forward development goal of synchronization puts forward specific policysuggestions and measures.
