Cultivate land conversion is an inevitable phenomenon in the economicdevelopment and urbanization, which means, under certain social and historicalconditions, a dynamic evolution process, in which cultivate land is occupied bynon-agricultural construction. Cultivate land conversion means farmlandoccupied by non-agricultural construction. But at the same time, cultivate landconversion should be consistent with a series of major elements, such asecological security, food security, farmers’ employment, etc. Otherwise, thespeeding of cultivate land conversion will lead to an increasing contradictionbetween the people and land, which may confine the sustainable domesticdevelopment of society, economy and environment.In recent years, cultivate land conversion has aroused great interest onrelated researches in both China and abroad. This article was based on theresearch of the Zhuanglang County of Pingliang city in Gansu province. Fiveindex values, such as total GDP value between1997and2008, the level ofurbanization, the area of non-agricultural cultivate land, new fixed assetsinvestment and net income of farmers, were under dimensionless standardprocessing, the weight coefficient is determined with the variation coefficientmethod, and Cultivate land Conversion Index Value (CCIV) model wasestablished, that is CCIVi (%)=X1i*0.17187+X2i~*0.16467+X3i~*0.30711+X4i~*0.17650+X5i~*0.17985, which can reflect the degree of farmlandconversion, based on the Cultivate land Conversion Index Value (CCIV)calculated by the annual value of each index. The result indicated that theCCIV of Zhuanglang County between1997-2008in two function: y=0.0052x~2-20.771x+20742.1change,(in which y represents CCIV index, Xrepresents time), R~2=0.9901. This model can predict the Cultivate landConversion Index Value (CCIV) in the next few years, which will play animportant role in the planning and related policy-making of cultivated land conversion by the government and relevant departments.Based on the analysis of the five index value, named total GDP value between1997and2008, the level of urbanization, the area of non-agricultural cultivateland, new fixed assets investment and net income of farmers, the author foundthat the relation between GDP values, the area of non-agricultural cultivate land,new fixed assets investment, net income of farmers and Cultivate landConversion Index Value (CCIV) was a linear positive correlation, and thusestablish a linear function model of the4indexes and Cultivate land ConversionIndex Value (CCIV) by using the least squares method.The Cultivate land Conversion Arable Index Value (CCIV) is not somewhatthe higher the better. If it is too low, it means the conversion level is too low,which affected the economic development, and did not comply with the economicrequirements, there is still permissible cultivate land can be utilized in researcharea, and it is not a threat to the national survival safety; if it is too high, itmeans an excessive conversion, which may lead to a hidden safety problem in theeconomic development with the cost of excessive reduction of the cultivateland. The conversion must stop at once and converted cultivate land should beadjusted and controlled. While the cultivate land is the material basis of humansurvival, which is essential to the national production and economy. Therefore,studies on the cultivate land conversion progress and the conversion volumestudy has a vital significance for the sustainable development of our country....
