Innovation is always considered as the main source of enterprises’ corecompetitiveness growing and national economic growth. The aim of enterpriseinnovation survey not only to getting the basic data and important information ofenterprises’ innovation, also to reflecting the present situation and the existencequestion, providing full and accurate data to government. So far, CIS has been taken6times. Chinese enterprise innovation starts late, development is slow, only be takenonce for nationwide survey of enterprise innovation.The article first combs Oslo Manual which provides theoretical framework andguidance to national innovation survey, from content and theoretical framework toanalysis the change and development of3edition of Oslo Manual. And found thedevelopments of Oslo Manual are always similar with innovation theory.Then compared method, content and result. After compared that Chineseenterprise innovation survey which be taken so far in the longitudinal. And found thatafter nearly twenty years development, Chinese enterprise innovation survey’s methodand content is expanding and deepening. After compared method and content ofChinese2007national industrial enterprise innovation and CIS, found Chineseenterprise innovation survey is smaller, lack of in theory and scientific of surveymethods, focused too much on innovation output but ignored the process ofinnovation. From the basic situation and the innovation performance two respectscompared Chinese and developed countries such as the United Stated and EuropeanCommunity’s survey result. In the basic situation, the number the enterprises carriedout innovation activities of all the enterprises accepted survey is less, has a certain gapto European Community’s enterprises. In the cost of innovation, enterprises of Chinaand European Community are basically same. But for the influence of innovationsource, opinions are different. On the innovation performance, Chinese enterprisesinnovation efficiency and pure technical efficiency are much low than enterprises themost countries form European community or developed countries. While the scaleefficiency of Chinese enterprises keeps growing form the year2003to2009.
