Theemergence of a large number of "dwelling","ant tribe" phenomenon, the housingproblem has become one of the major problems in the building of a harmonioussociety in china. To solve the problem of public rental housing to help "sandwichclass" implementation of housing can live, is conducive to the national securitysystem for the "transformation of non low income group". This kind of change, thegovernment also needs to help than the traditional sense of the lower income groupsrecognized. In a certain extent prices rise, to make people give up to buy a house ofpsychological, may be conducive to falling house prices, may let some people live intheir own house.This thesis is divided into five parts, through access to a large number of data,this paper focuses on public rental housing, housing security system of our country inquestion. The first part, introduced the development process of China’s housingsecurity system, low rent housing and affordable housing in two modes, and the"sandwich layer and the status of" problem. The second part, puts forward the systemof public rental housing security to solve the "sandwich class" problem, clarify thesignificance of the development of the system, a deeper understanding of China’s public rental housing security system. The third part, through the study of housingsecurity system in the system of the developed countries American, Japan, Singapore,understanding the actual development experience and practice, found that may appearin the future our country in the process of development problems, through a thoroughanalysis of the problem, good implications for the study of China’s public rentalhousing security system. The fourth part, absorbing foreign experiences and lessons,find the deficiencies in the system of public rental housing construction, and putsforward the corresponding problems.
