80s of the 20 th century,along with the continuous deepening of reform and opening to the outside world,the situation of China's urban housing the original property right mode of public ownership of unify the whole country was broken,the private ownership of residential area began in mainland China appears and develops rapidly,and property management has emerged and developed,and gradually began to deep into all aspects of our lives,development to today's property management itself has become an important part of the urban management.Since 1997,Chongqing became a municipality directly under the central government,Chongqing real estate development rapidly,property management along with the rapid development,but compared with the eastern coastal areas,particularly in the development of property management is relatively mature in the developed countries and regions,Chongqing property management still in growth period,Chongqing city property management has some theoretical system construction is not complete,the problem in practice is not mature.The governments as important regulator of market operation,its behavior to a certain extent,directly influence the development of property management.Is the Chongqing municipal government at present stage in the property management behavior,its behavior can be summarized as: local laws and regulations system is not perfect,such as the lack of a correct understanding of the owners,the owners failed to give legal qualification;to regulation is not in place of property services business,such as the legal rights of the owners of the property service enterprise violate behavior often appears on the public right;publicity guidance is not in place,such as a group of owners for not mature.Property management in the legitimate rights and interests of out some;of property management disputes is not enough,resulting in the destruction of a harmonious and stable life of residents Live behavior has occurred.This paper is to help the Chongqing municipal government to pay attention to these problems,and to find an effective way to solve the problem of the study.In the whole process of research,I mainly used the literature research,qualitative and quantitative combination of theoretical research and practical investigation of the combination of methods.Through consulting,reading,analyzing and sorting the related literature at home and abroad,the public will lay the foundation for the next step to construct the public's satisfaction model of the government behavior in Chongqing city.According to the public to the government behavior satisfaction index and combined with the actual situation in Chongqing City,the relevant data were collected through questionnaire survey,and the results of the investigation were studied and analyzed.To find out in the end,the public for Chongqing municipal government in the expected value is very high,but the Chongqing municipal government in place of relevant form a complete set of residential property management regulations system component,in dealing with the disputes of the property management in,in a reasonable and correct propaganda to the public guide fine there is still a significant problem.So it is suggested that the Chongqing municipal government through taking to improve the relevant laws and regulations system construction,introducing the third-party mediation mechanism,establishment of operators and two-way enterprise credit system,strengthen the owners reasonable publicity and guidance and other measures to further realize the transformation of Chongqing city residential property management upgrade.
