Analysis And Countermeasures Of The Causes Of Re-poverty In China’s Rural Areas

The essence of socialism system is to eradicate poverty and to achieve commonprosperity. With ceaselessly practicing of our poverty alleviation and developmentstrategy since reform and open in year1978, especially the implementing of NationalEight-Seven Anti-Poverty Plan and Rural Poverty Alleviation and Development Outlineof China (2001-2010), we have made a great achievements in poverty alleviation thatrural poor population has been greatly decreased and poverty phenomenon has beenobviously alleviated. However, the scale of re-poverty is also giant when we make anapparent feat. Our country has26.88million rural poor population according to year2010poverty standard while has128million rural poor population in accordance withyear2011poverty criterion as high as2300yuan. Re-poverty problem has been onehuge problem to eradicate poverty and to build moderately prosperous society whenre-poverty phenomenon has been frequently happened and anti-poverty effort has beenfew continued as a result of various causes. Re-poverty problem needs to be resolvedemergently in order to consolidate re-poverty feat, to fight for a new anti-poverty warand to guarantee all people to share accomplishment of reform and open.This article firstly reviews and summarizes studies and achievements of China’srural poverty reduction since reform and opening up, and then generalizes status quo andfeature of our rural re-poverty phenomenon. After that, we analyze concretely strength,weakness, opportunity and threat of poor population’s poverty alleviation by SWOTanalysis tool, and concludes that re-poverty’s reasons are the existence of poor viciouscycle such as illness poverty, teaching poverty, birth poverty, that external opportunity’slow-value faced with by poor population, that defect anti-poverty has existed. At last,we put forward counter-measures and suggestions to resolve rural re-poverty from thefacets of government, poverty alleviation itself, poor population itself and society in thelight of re-poverty’s cause analysis with SWOT strategy matrix by combining WTStrategy of weakness avoidance and treat elusion with SO Strategy of strength use andopportunity seizing.
