As the implementation of the household contract responsibility system, the deregulation ofhousehold registration system, and the development of industrialization and urbanization, therural labor force, especially young workers started to make a living in cities, resulting in amismatch of rural population and rural resident population resident, and the rural residentpopulation mainly includes the elderly, women and children, which makes rural “hollowness” aserious problem in rural areas. Against the rural “hollowness” background, as the main suppliersof rural public goods, that is the farmers, the village collective and the nation, what difficultieswould the come across? The author analyzed the difficulties, and found that, against the rural“hollowness” background, the farmers have been fallen into the collective action dilemmabecause of gradual disintegration of social capital; the village collective failed to lead the farmersout of the dilemma resulting from the implementation of rural tax reform and the blurring of landrights; the country agriculture subsidies could not be used to supply rural public goods, and theproject way of rural supply doesn’t work well, all resulting in the insufficient supply of ruralpublic goods. Based on a comprehensive analysis of the plight of these three levels, the authorput forward some solutions.
