Under globalization, urban development and international living environment areclosely related and competition not only relies on “power”, but more relies on“intelligence” which is to dynamically shape and disseminate benign image of the city,widening urban development space and cooperation opportunities and promoting theoverall economic and social development of the city. Facing the situation, media ofChongqing, responding to the government strategy of building city image of Chongqing,raised The8th China(Chongqing) international garden EXPO and enhanced theexternal attractiveness and internal cohesion to promote Chongqing develops better andfaster with a cutting-edge vision through grasping the strengths and weaknesses ofChongqing, seizing characteristics of Chongqing and enhancing the visibility andreputation of Chongqing in hardware and software, tangible and intangible, material andspiritual, and other aspects, levels and areas. This paper constructs the framework fromthe field interaction theory, analyzes the ideographic practice and expression mode ofthe city image of “The8th China(Chongqing) international garden EXPO” in themedia eco-system in accordance with the steps of establishing hypothesis-determiningthe research scope-determining the sample-defining operating variables-statisticalanalysis and conclusions from the three field multidimensional of government, themedia and the public. It also indicates that the building goal of “The8th China(Chongqing) international garden EXPO” proposed by the municipal is to evolveinto a comprehensive and three-dimensional image after the constant corrections andreorganizations of the political, news and public fields.The first chapter is the introduction briefly introducing the background andreasons of research as well as the literature review, research theory and methods, thestudy meaning and value. The second chapter is the main part of the article, specificallyexplains the main reasons for the gradual digestion of government’s rights of speak indecision-making with the increase of the reform and opening up of information, thecurrent status of multiple occurrence of the main body and the transition of governmentcontrol of information from control to coordinate in order to adapt to the new form.Taking “The8th China(Chongqing) international garden EXPO” as evidence, itspecifically explores how the “The8th China(Chongqing) international gardenEXPO” decision-making process realizes the digestion and remodeling of government right to speak. The third chapter is the media part, analyzing difficulties of governmentinformation dissemination presented in the diversification interaction of information andexamining how media constructs the true narrative structure of “The8th China(Chongqing) international garden EXPO” in real dilemma combined with the “The8th China(Chongqing) international garden EXPO”. The fourth chapter is audienceresearch, discussing the evolution process of the public in the construction of the cityimage, namely evolved from collective aphasia to collective noise and analyzing thereasons of this evolution process and the participatory process of public in the raise of“The8th China(Chongqing) international garden EXPO”. The fifth chapter isconclusions, confirming the hypothesis that image construction of the Chongqing is thecollective action game between government, the media and the public based on theconclusions of the previous three parts.
