Research On Impact Of Reasons And Countermeasures Of Implementation Of Sustainable Construction In China

The deteriorating living environment and the non-renewable energy consumptionis a wake-up call in developing. It forces people to change the mode of economicdevelopment and reduce the negative impact on nature. Thus,“green economy” and“low-carbon economy” has become the focus of the world. The construction industryconsumes large quantities of resources and energy, produces pollutions such as water,soil, dust, noise and vibration, and large amount of construction waste generated in theconstruction process as well as the demolition process. These negative performanceshave direct and indirect harmful impacts on not only nature of human existence, but alsohuman health. Therefore, it is necessary to the implementation of sustainableconstruction in the construction industry.There are many concepts in describing sustainability in construction industry, suchas green construction, sustainable building, green building, civilized construction,sustainable design, etc. Sustainable construction is considered to be the mostcomprehensive description of sustainable strategy in the whole life cycle of the project.The sustainable strategies are implemented from initial planning stage to the demolitionphase.Implementing sustainable construction is advantageous to the whole naturalenvironment, conducive to improve the technique and competitiveness of constructionenterprises, and helpful to promote the progress of the whole construction industry.However, sustainable construction has not been well-implemented in last decade. Forexample, the implementation rate is not high, and the enthusiasm of implementation isnot strong. In order to find the impact of reasons of bad-implementation of sustainableconstruction, this paper is to seek “what is the barrier to implement sustainableconstruction in China” and “How to promote the implementation of sustainableconstruction?” The object is to promote the implementation of sustainable constructionthrough two questions’ solving.In this paper, interview survey is the main researching method. The authorinterviewed40experts in construction industry who are from government, client, designinstitute and contractor. Then the results from the interviews were summarized. Thispaper introduced the main reasons as follows:1) Lack of relevant laws of sustainableconstruction;2) Weak awareness of sustainable construction;3) High cost and lack of market;4) Imperfect evaluation system;5) Backward in technique and managementlevel. According to the above influencing factors, this paper also presented somecountermeasures in response to the reasons mentioned above, including legalcountermeasures, propagated countermeasures, economic countermeasures, assessmentcountermeasures and technology and management countermeasures.
