Research On The Evolution And The Value Orientation Of Scientific And Technological Policy In China Under New Period

With the development of science and technology, research on scientific andtechnological policy is becoming more important gradually. Inthis period, the value orientation of scientific and technological policy in Chinasuch as institutionalization of science and technology development and improve ofscience and technology system reform appeared. During economy globalization time,the development of science and technology is guided by the strategy of revitalizingChina through science and education,value orientation appeared which brokeconventional scientific and technological value perspective, promoted scientific andtechnological innovation and development, placed great emphasis on personnel training,implemented strategy of making China powerful though talents,and participate ininternational scientific and technological cooperation. During the harmoniousperiod,science and technology was guided by science development perspective and thevalue orientation with principle of people foremost, sustainable development, humanbeing gets on harmoniously with nature and harmonious development appeared.The value orientation of scientific and technology is different in everydevelopment stage, which did not appear single value orientation while had character ofdifferent period and grade and is some gradual and continuous.
