Research On Value Orientation Of Scientific And Technological Policy Setting In China

Contemporary world is the world that taking the technical innovation as the dominant,the competition of science and technology has become the dominant mode of competitionin the world. With the continuous development of modern science and technology, scienceand technology has become the key factor to promote the area increase integratedcompetition ability, realize sustainable development, and has become a force that cannot beignored in modern society. Science and technology cannot make breakthrough in thedevelopment without the supporting and guidance of the powerful science and technologypolicy, the science and technology to achieve better development, we need to continue tostrengthen and deepen the exploration and research in science and technology policy.The so-called science and technology policy, is refers to the basic norms of action thatthe country set for realizing science and technology tasks of a certain period in the history,and it is to determine the direction of development of science and technology, theprinciples to guide the strategy and tactics of science and technology. It is one of the willsthat the state or the ruling party to develop science and technology it has form a relativelyindependent and complete system. It plays an important role in consolidating status ofscience and technology in economic development, and promoting the development of its’related fields.Science and technology policy is the primary part of the whole process of science and technology policy,its formulation process is not a purely neutral technical process, it includes deep valueorientation and humanistic care of science and technology management system, and itsvalue orientation in the formulation of the policy will greatly affect the implementationeffect of science and technology policy.This paper mainly adopts the threemethods:literature research, induction and comparative historical analysis, it reviews theimplementation effect and the value orientation of scientific and technological policysetting from the period of new China set up to the after reform and opening up and till thenew century, it analyzed the problems which current science and technology policyemerged in the process of the value orientation lead to non-ideal technology policyimplementation, and puts forward the value orientation of humanism, public and theunification of efficiency and equity in the new period of our country science andtechnology policy,and gives some corresponding suggestions and countermeasures forreference.
